Walter E. “Buck” Buchanan III

Lt Gen Walter E. “Buck” Buchanan III serves on our Building committee. He is a retired USAF officer and currently President of The WEB Star Group, LLC where he is an independent consultant working with commercial and defense companies. A career fighter pilot, Lt Gen Buchanan spent over ten years stationed in Europe and the Middle East working with foreign governments and militaries, and in his final command, led a multi-national military coalition in the planning and execution of combat air operations in Iraq and Afghanistan. Following retirement from the USAF, Lt Gen Buchanan spent 5 years as a senior executive with Alion Science and Technology before transitioning to his current position. Lt Gen Buchanan has been married to the former Sharon Anne Green for over 40 years. They have two sons and are very proud grandparents.

Mary Ellen Bowers is chair of our Governance Committee and also manager of Loudoun Cares’ Executive Consulting Program. Mary Ellen is a former SVP at the American Advertising Federation in Washington D.C. and executive director of its nonprofit foundation. She brings fifteen years of nonprofit consulting experience to our executive consulting program which provides affordable professional consulting to area nonprofits in the areas of board development, fundraising, strategic planning, one-on-one coaching of executive directors, and more.

Judy Hines

Judy currently serves as Secretary of the board. Judy has served as a member and chair of the Loudoun County Community Services Board. She initiated the Loudoun chapter of NAMI (National Alliance on Mental Illness) and she is an active member, and past president, of Friends of Loudoun Mental Health, an enthusiastic tenant of Loudoun Cares’ South Street Nonprofit Center. Judy also served on a task force of the Commission on Mental Health Law Reform, the group responsible for suggesting changes in Virginia’s mental health law, following the tragic killings at Virginia Tech.

Judy was named Loudoun Times Mirror’s 2008 Citizen of the Year and she is a strong backer of the work of Loudoun Cares since its inception. Judy currently chairs our Tenant Committee.

Karen A. Bavis

Karen A. Bavis is the owner and founder of The Bavis Group, a boutique accounting firm that provides accounting, systems, and business advisory services to a variety of businesses and individuals. She specializes in the implementation and support of accounting systems for small and emerging businesses and has extensive experience in the installation, training and support of QuickBooks financial software. She is the managing partner of The Bavis Group and has over twenty-five years experience in the financial and operational matters of small business and non-profit organizations.

Ms. Bavis has a Bachelor of Business Administration from The College of William & Mary and a Masters of Business Administration from The American University.  She is a certified public accountant in the Commonwealth of Virginia and a member of the American Institute of Certified Public Accountants, the Virginia Society of Certified Public Accountants, and the Loudoun County Chamber of Commerce.  She is the Treasurer and an Executive Board member of Loudoun Cares.

Christopher Chamblin

Christopher Chamblin is an attorney in Leesburg. Along with being an attorney he is also a CPA. Chris graduated from Hampden-Sydney College with a bachelor in science. He also has a masters from University of Virginia and his law degree from University of Richmond. Chris is a native of Leesburg where he currently resides with his wife, Lyndsay, and his two dogs, Maggie and Sophie.

Caroline Hurt

Caroline Hurt graduated with a Master of Nonprofit Studies degree from Arizona State University in May of 2012. With over fifteen years of professional experience, Caroline has used her passion to serve the community in various roles within the public and nonprofit sectors including: Geographic Information Systems Specialist (GIS contractor) with the United States Department of Agriculture (Farm Service Agency), full-time GIS staff member with the City of Scottsdale, Board member of the greater Phoenix Boys and Girls Club, and Membership Engagement Manager at United Way of the National Capital Area.

Presently Caroline works as a stay-at-home mom taking care of her two young children while actively leading a moms group which allows other stay-at-home moms and children to engage with one another and their local community. Caroline currently serves on our Fundraising/Development committees.

Susan Snyder former Chair of Loudoun Cares and a Loudoun resident since 1972, has helped spearhead many Loudoun organizations that exist today.   Susan helped orchestrate getting Loudoun soccer off the ground in the early 1970’s.  Since that time she has served on numerous committees, volunteered countless hours with our schools, Scout Troops, garden clubs, and tourism.  Susan has held nonprofit board positions over the years, including Chair of Loudoun Interfaith Relief, she has been on the board of Birthright for 25 years, and she has been a board member of Loudoun Cares since its inception in 2002. Susan, along with her husband George, raised their five children in Loudoun County.

Bob Woodruff serves on Loudoun Cares Building committee where his expertise as a seasoned civil engineer advances our ability to secure ideal building space for our offices and tenants. Over his career, Bob’s experience includes notable projects such as One Loudoun, Dulles World Center, Stonewall GEP, Potomac Green Active Adult Community, Broadlands and more. Bob established Rockbridge Alliance, LLC as a scalable development and development management services company whose mission is providing assistance to community based nonprofits such as Loudoun Cares.

Susan Khalil

Sue Khalil, a longtime resident of Loudoun County, hit the ground running on October 5, 2015, bringing a diverse and strong set of management and nonprofit skills to the post. Sue’s management experience includes being a real-estate asset management executive and instructor, having achieved various designations including Certified Property Manager® through the Institute of Real Estate Management®. Her real estate management experience in multi-family housing serves us well with our Nonprofit Center.

Sue has been involved in the Loudoun County nonprofit sector as an administrator and volunteer. She administered multiple functions at a local church, working with social service agencies including Loudoun Cares, has served on two educational boards, and helped launch the Purcellville Teen Center where she also served on the board.

Her experience and passion for Loudoun Cares and our community creates a positive impact on all those we serve.

Julie Steele, our Programs Administrator, brings to Loudoun Cares experience in program management from both a corporate background and her years as a volunteer in several organizations. Julie has over 18 years experience in leading employee compliance, manager training, and performance management programs. Her experience in project planning and execution is a valued resource to Loudoun Cares.  Julie also serves as a volunteer with local nonprofits as well as her church in Ashburn, where she has also served in many leadership roles.

Julie currently oversees our Volunteer Center program where she interacts with our county nonprofits, private organizations, and residents on a daily basis.

Sonia Castelli

Sonia Castelli joined Loudoun Cares in October 2015 as our Information and Referral Manager. Sonia brings strong communication skills honed through her work as a communication 911 dispatcher for the DC Metropolitan Police Department, handling all phone calls regarding alarmed and frustrated citizens and referring calls as appropriate. She has over 27 years experience in support of both commercial and government customer-oriented environments.

Sonia is fluent in Spanish. She is familiar with the Loudoun community and its faith-based organizations with which she partners with on a daily basis. Sonia has dedicated most of her career to helping others. “I am fortunate to be able to work as the Information & Referral Manager for Loudoun Cares. Loudoun County has been my home for 14 years. This county has much to offer and I’m happy to be in the position to help strengthen its least fortunate”. – Sonia Castelli

Valeria Pisierra

Valerie Pisierra has been in the education field for over 20 years and holds a BS and MBA in Business Administration and Management.  As a military spouse living and working overseas for the past 16 years, volunteering and organizing nonprofit groups has been a large part of her career. Valerie has worked with student organizations for the past 14 years and has held several positions in school affiliated PTSA and Booster Club programs. She has also been involved with Americans Working Around the Globe (AWAG), a European non-profit organization focusing on training and connecting volunteers, for over 10 years and served as the Vice Chairperson for two years.  She was a Rheinland-Phalz Area Representative, a conference assistant, and most recently a conference speaker. She has been honored with the President’s Volunteer Service Gold Award, the Department of the Army Commander’s Award for Public Service, the United States European Command Award Certificate of Achievement, and the European PTA Volunteer of the Year. Valerie is thrilled to be working with Loudoun Cares as the Claude Moore Community Builders Program Coordinator.  She encourages everyone to strive to be a contributing force in their community. “Getting involved in your community is a great way to enrich your life and the lives of those you help.”  – Valerie Pisierra

Una Giachinta

Una Giachinta, a native of Ireland, travelled to the U.S. for college. As chance would have it, Una met her husband here and decided to stay. She then obtained her Masters Degree in Social Work. Her work experience includes child abuse investigations, counseling in the New York and New Jersey school systems, and upon moving to Virginia, became a Social Worker for INOVA Alexandria Hospital. The skills Una has acquired throughout her career made for a smooth transition to our Loudoun Cares Helpline. “Helping connect Loudoun residents in need with vital community resources and services is very gratifying. Loudoun Cares provides such an important service to those who don’t know where to turn.” – Una Giachinta

Alicia Holz

Alicia Holz, a bilingual native of Mexico, has been a resident of Loudoun County since 1984.  Alicia holds a degree in Communication from the University Regiomontana Monterrey, N.L. Mexico. Alicia has been an active volunteer in Loudoun since 2003.  Alicia’s experience includes being an administrator at her faith community where she recruited, trained and managed volunteers, maintained the community data base and church collections, and assisted with the publication and management of church events.  She also established and maintained records for the Child Protection Program.  Alicia’s superior and compassionate customer service experience is an asset to our Loudoun residents that call the Information and Referral Helpline.
