Mary Ellen Bowers is chair of our Governance Committee and also manager of Loudoun Cares’ Executive Consulting Program. Mary Ellen is a former SVP at the American Advertising Federation in Washington D.C. and executive director of its nonprofit foundation. She brings fifteen years of nonprofit consulting experience to our executive consulting program which provides affordable professional consulting to area nonprofits in the areas of board development, fundraising, strategic planning, one-on-one coaching of executive directors, and more.

Walter E. “Buck” Buchanan III

Lt Gen Walter E. “Buck” Buchanan III serves on our Building committee. He is a retired USAF officer and currently President of The WEB Star Group, LLC where he is an independent consultant working with commercial and defense companies. A career fighter pilot, Lt Gen Buchanan spent over ten years stationed in Europe and the Middle East working with foreign governments and militaries, and in his final command, led a multi-national military coalition in the planning and execution of combat air operations in Iraq and Afghanistan. Following retirement from the USAF, Lt Gen Buchanan spent 5 years as a senior executive with Alion Science and Technology before transitioning to his current position. Lt Gen Buchanan has been married to the former Sharon Anne Green for over 40 years. They have two sons and are very proud grandparents.

Bob Woodruff serves on Loudoun Cares Building committee where his expertise as a seasoned civil engineer advances our ability to secure ideal building space for our offices and tenants. Over his career, Bob’s experience includes notable projects such as One Loudoun, Dulles World Center, Stonewall GEP, Potomac Green Active Adult Community, Broadlands and more. Bob established Rockbridge Alliance, LLC as a scalable development and development management services company whose mission is providing assistance to community based nonprofits such as Loudoun Cares.

J. Christopher Chamblin

J. Christopher Chamblin is an attorney in Leesburg. Along with being an attorney he is also a CPA. Chris graduated from Hampden-Sydney College with a bachelor in science. He also has a masters from University of Virginia and his law degree from University of Richmond. Chris is a native of Leesburg where he currently resides with his wife, Lyndsay, his son Winston, and his two dogs, Maggie and Sophie.

Kathleen Wailes

Kathleen Wailes is an independent consultant with extensive experience in financial communications, reputation management and corporate communications. She regularly advises Boards and executives on matters related to governance, reputation, activists and valuation.  During her career she has held senior positions with both corporations and strategic communications firms, and has owned her own business.  She has worked in the defense, financial services and manufacturing sectors.

Ms. Wailes’ interest in finance and communications drew her to Loudoun Cares, where she hopes to make a positive impact with those skills. She is a graduate of Smith College and resides in Ashburn with her husband, Rich. Their two daughters are grown and live in Massachusetts and Germany.

Joylyn Hannahs
Joylyn Hannahs joined the board in 2014.    She is the owner of Joylyn Hannahs Photography, LLC where she has an office in Leesburg, Virginia.  She started her business in 2003 specializing in wedding, special events, and portrait photography.   She graduated from East Carolina University with a degree in English and Communications and received her Masters of Education from Marymount University.  Joylyn also serves on the board for Buchanan Hall in Upperville, VA  and the Ladies Board for Inova Hospital.  Joylyn lives in Purcellville with her husband, Ed Riccobene, and their two children Georgia and Nolan.

Carol A. Barbe

Carol Barbe is President & CEO of Backflow Technology, LLC, a family owned and operated company, and the premier leader in backflow prevention and cross connection control.  Carol serves in a leadership role on the Board of Directors for Loudoun Hunger Relief and the Tigerlily Foundation.  She also serves on the Loudoun County Chamber of Commerce Board of Directors and as an Associate Board Member for Loudoun Cares (former Vice Chair of Loudoun Cares) and Council Member for the American Red Cross-Loudoun.  Carol has over thirty years’ experience in the private sector specializing in business management, corporate and criminal law, human resources and commercial property management.  Carol’s extensive nonprofit; government; and corporate experiences, as well as demonstrated ability to lead people have proven to be an asset in all her endeavors.  Carol is committed to serving those in the communities in which she lives.  She is passionate about giving back, volunteering countless hours and making a positive difference.  Carol has lived in Loudoun since 1984 and resides in Ashburn with her husband Phil and son Philip.

Judy Hines

Judy currently serves as Secretary of the board. Judy has served as a member and chair of the Loudoun County Community Services Board. She initiated the Loudoun chapter of NAMI (National Alliance on Mental Illness) and she is an active member, and past president, of Friends of Loudoun Mental Health, an enthusiastic tenant of Loudoun Cares’ South Street Nonprofit Center. Judy also served on a task force of the Commission on Mental Health Law Reform, the group responsible for suggesting changes in Virginia’s mental health law, following the tragic killings at Virginia Tech.

Judy was named Loudoun Times Mirror’s 2008 Citizen of the Year and she is a strong backer of the work of Loudoun Cares since its inception. Judy currently chairs our Tenant Committee.

Karen A. Bavis

Karen A. Bavis is the owner and founder of The Bavis Group, a boutique accounting firm that provides accounting, systems, and business advisory services to a variety of businesses and individuals. She specializes in the implementation and support of accounting systems for small and emerging businesses and has extensive experience in the installation, training and support of QuickBooks financial software. She is the managing partner of The Bavis Group and has over twenty-five years experience in the financial and operational matters of small business and non-profit organizations.

Ms. Bavis has a Bachelor of Business Administration from The College of William & Mary and a Masters of Business Administration from The American University.  She is a certified public accountant in the Commonwealth of Virginia and a member of the American Institute of Certified Public Accountants, the Virginia Society of Certified Public Accountants, and the Loudoun County Chamber of Commerce.  She is the Treasurer and an Executive Board member of Loudoun Cares.

Valeria Pisierra

Valerie Pisierra has been in the education field for over 20 years and holds a BS and MBA in Business Administration and Management.  As a military spouse living and working overseas for the past 16 years, volunteering and organizing nonprofit groups has been a large part of her career. Valerie has worked with student organizations for the past 14 years and has held several positions in school affiliated PTSA and Booster Club programs. She has also been involved with Americans Working Around the Globe (AWAG), a European non-profit organization focusing on training and connecting volunteers, for over 10 years and served as the Vice Chairperson for two years.  She was a Rheinland-Phalz Area Representative, a conference assistant, and most recently a conference speaker. She has been honored with the President’s Volunteer Service Gold Award, the Department of the Army Commander’s Award for Public Service, the United States European Command Award Certificate of Achievement, and the European PTA Volunteer of the Year. Valerie is thrilled to be working with Loudoun Cares and its many wonderful programs including the Volunteer Center and the Claude Moore Community Builders Program.  She encourages everyone to strive to be a contributing force in their community. “Getting involved in your community is a great way to enrich your life and the lives of those you help.”  – Valerie Pisierra

Lynelle Novak

Lynelle is originally from Buffalo New York where she earned her Bachelors of Science Degree in Health and Human Services from Medaille College.  While living in Buffalo Lynelle worked with Catholic Charities and Monsignor Carr Outpatient Mental Health Facility as a Counselor and Intake Coordinator. Lynelle was also a Family Advocate at Coordinative Children’s Services Initiative for the Department of Erie County Youth Services which allowed her to Advocate on behalf of Families for Service Providers. Lynelle Novak has been a Loudoun County Resident since 2000. She worked at The Institute for Family Centered Services in Arlington as a Case Manager briefly but soon learned she wanted to be closer to Loudoun County. She has 17 years’ management and customer service experience at Tuscarora Mill which allowed her to be with her children during their formative years. “I am so excited to join the Loudoun Cares Team as an Information and Referral Specialist. My passion is helping people with any challenge that is presented with my experience and empathetic ear. “

Paul Becker

Paul Becker serves on the Governance and Strategic Planning committees for Loudoun Cares. Over his career he has worked on a wide variety of projects as a consultant for both government (NASA, DoD, HHS) and commercial (telecom, financial) clients.

Paul has an engineering undergraduate degree from Penn State as well as an MBA from Virginia Tech. Other volunteer activities and organizations he has served include coaching youth soccer, basketball and lacrosse, and serving as the PTO Board Treasurer for Seneca Ridge Middle School. Paul has four children who are all currently students in Loudoun County.

Una Giachinta

Una Giachinta, a native of Ireland, travelled to the U.S. for college. As chance would have it, Una met her husband here and decided to stay. She then obtained her Masters Degree in Social Work. Her work experience includes child abuse investigations, counseling in the New York and New Jersey school systems, and upon moving to Virginia, became a Social Worker for INOVA Alexandria Hospital. The skills Una has acquired throughout her career made for a smooth transition to our Loudoun Cares Helpline. “Helping connect Loudoun residents in need with vital community resources and services is very gratifying. Loudoun Cares provides such an important service to those who don’t know where to turn.” – Una Giachinta

Catherine Michela

Catherine Michela is currently Principal of CHM Associates, LLC, an independent consulting company.  She is an Executive Coach and Senior Business Advisor to CEOs and Presidents of middle market companies and serves on three Boards of Directors.

With background in Marketing, Strategic Planning and Business Development, Catherine spent of number of years in marketing and then managing business units and international projects for a large F-500 company in network systems and large system software development

Following that time, she co-founded two advanced technology companies in the Internet space.  Thenm after a period of consulting to middle market companies needing additional capital for growth in NYC, Catherine has spent the last 10 years coaching CEOs and key executives, first as a Group Chair for Vistage International and currently with her own consulting company, CHM Associates, LLC.

Catherine is from the Pennsylvania, New York and now Virginia area and holds a BS in Marketing from Penn State University and an MS in Industrial & Labor Relations from Cornell University

Susan K. Snyder

Susan Snyder former Chair of Loudoun Cares and a Loudoun resident since 1972, has helped spearhead many Loudoun organizations that exist today.   Susan helped orchestrate getting Loudoun soccer off the ground in the early 1970’s.  Since that time she has served on numerous committees, volunteered countless hours with our schools, Scout Troops, garden clubs, and tourism.  Susan has held nonprofit board positions over the years, including Chair of Loudoun Interfaith Relief, she has been on the board of Birthright for 25 years, and she has been a board member of Loudoun Cares since its inception in 2002. Susan, along with her husband George, raised their five children in Loudoun County.

Judy Hines
